‘MWC 2018’ 과기정통부 장관 기조연설

‘Gearing up for the 5G Era’


Good afternoon.
Ladies and gentlemen.

It is a great pleasure to be in Barcelona
for the Mobile World Congress.

And, it is a privilege to address this session
with such distinguished speakers.


The era of the Fourth Industrial Revolution is fast approaching.

The Fourth Industrial Revolution is adding new value
to existing products and services, and creating new markets.

It is not easy to define the Fourth Industrial Revolution in simple terms.


But, Korea defines it as
a “hyper-connected, intelligent revolution fueled by digital technologies.”

The Fourth Industrial Revolution will bring innovative changes
to the national system, industry, society
and the quality of people’s lives, and so on.

 

In response to this, the Ministry of Science and ICT of Korea
has developed a national master plan branded as the “I-Korea 4.0.”

 

It has three components:

First, building hyper-connected, intelligent infrastructure.
Second, innovating the national R&D system.
Third, delivering services that improve the quality of people’s lives.

Today, I would like to talk about the first one,
focusing on the infrastructure. 

 

What I call “D.N.A.”is the key infrastructure
for the hyper-connected, intelligent revolution.

 

Here,

“D” is “Big Data,” which is often called /the oil of the 21st century,
“N” is “5G Network,“ and “A” is,
as you know well, “Artificial Intelligence.”

Without strong “DNA” infrastructure,
we cannot realize the Fourth Industrial Revolution.

Artificial Intelligence will evolve at a profound speed, 
with the collection, process, analysis and forecasting of big data. 

AI will be applied to every object, and every object will be connected.

This will usher in a new world
where objects make decisions on their own
without human intervention.

 

And, in turn, this will transform people’s lives
and lead to an exponential rise of new markets and value.

This is why I am convinced that the success of the Fourth Industrial Revolution

depends on “D.N.A.”

 

A good example is “Smart City.”

Data, generated through everything being connected,
will speed up the process of cities/becoming intelligent.

Cities will self-generate and control energy,
and provide each and every individual with
intelligent,customized services
such as healthcare, transport, safety, smart home, etc.

 

The boundaries between the real and virtual world will disappear.

5G can deliver the minimum communications speed
required to realize the hyper-connected, intelligent world.

5G will open a whole new world,
different from the evolution that took place in stages from 1G to 4G.

 

Perhaps 5G is the key to merging
the physical and digital space.

With 5G as the foundation,
we expect to see an explosive growth of new service industries
such as autonomous vehicle, healthcare, environment, safety and wearable;
and value-added manufacturing industries
like smartphone, TV, automobile, drone, and so on.

 

With 5G, we have a better chance
of turning our imagination into reality more quickly.

This will give us new opportunities.

The 평창 Olympics, which ended yesterday,
served as an important test-bed to showcase
the world’s first 5G trial service.

 

We incorporated 5G,
the core infrastructure of the Fourth Industrial Revolution,
into artistic performances and immersive broadcasting services.

Korea’s ICT capabilities captured the world’s attention.

5G can pave the way for value-added, intelligent
manufacturing and service industries.


Thus, Korea has set an ambitious and stretch goal of commercializing 5G
for the first time in the world by March next year.

 

To this end,
we actively participated in developing international standards,
and showcased 5G trial service at the 평창 Olympics.

In addition, Korea plans to complete the 5G spectrum auction
no later than June this year.

 

To realize a 5G-based smart world,
not only each country’s effort but also global cooperation is important.

In this regard,
I hope that the GSMA will play a leading role
in building a 5G cooperation platform
that involves all relevant countries.

 

With this platform,
countries around the world
would be able to share 5G-related information and cases.

 


And, this way,
we can open up opportunities
to strengthen global cooperation in 5G.

Korea will also actively engage in this global cooperation
by contributing to the project budget
and sharing information on convergent service.

 

I look forward to stronger global cooperation in 5G.
